2010 KSA TOURNAMENT RULES


FORMAT
4 Team Divisions - Two teams with most points play Championship match. Awards are presented to Champion.
6, 8 & 10 Team Divisions - The winners of each group will play in Championship match. Awards presented to Champion and Finalist.

POINT SYSTEM
Win = 4 Points
Tie = 1 Point
Loss = 0 points
Forfeits = Recorded score will be 4-0
 
TIE BREAKERS- PRELIMINARY ROUND In the preliminary round (Check point system). In the event of a preliminary round tie after the point system listed above, the following procedure will be used to determine the group winner.
1.    Head-to-Head (If more than two teams are tied go to #2)
2.    Total goal spread (maximum four (4) goal spread per game) Example: Team (A) wins 5-1 team (A) has goal spread of 4.
3.    Fewest goals allowed in all games.
4.    Coin Flip

PLAY/ROSTER SIZE
U8- will play 6v6 – roster size 10
U9- U10 will play 6v6- roster size 12
U11 - U12 teams will play 8v8- roster size 14
U13 & U14 teams will play 11v11 roster size 18
U15-U18 teams will play 11v11 roster size 18
-3 guest players can be eligible – (see check in)

JERSEY CONFLICTS
In the event two competing teams have like-colors as their primary jerseys the team listed first on the schedule shall be considered the home team and must change to an alternate jersey color. Referees will make the final decision on what they consider to be like colors.

PROTEST
THERE WILL BE NO PROTEST ALLOWED!

REGISTRATION
All teams are REQUIRED to mail the following information by Tuesday October 12th, 2010.

1.) Copy of roster (validated by your state).- 2 copies
2.) Guest player form (if a team has a guest players).
3.) Players/coaches cards (must match roster and guest player form) - Make Copies front and Back.
4.) Travel permit (if traveling outside of KY or Ohio South).
5.) Medical Release forms (every player) - Make Copies of each player
6.) Liability Form (signed by every parent on the team).
Please note: You will need to have your Medical Release forms/Player Cards available at every game.

TOURNAMENT RULES AND AMENDMENTS TO U.S.S.F. LAW
 
1. Player Eligibility
Players must be eligible for the age division in which they are competing according to USYSA rules and may play for one team only. USYSA player identification cards with pictures are required. Cards and rosters might be checked prior to each match and must be in the possession of the referee during the match.
 
2. Rules of Play
The Rules of Play shall be the "Laws of the Game" as published by F.I.F.A. The referee’s judgment with regard to the physical condition of the field and its acceptance for play, to the actual happenings and occurrences related to the conduct of the game and those prerogatives granted to him by the "Laws of the Games" shall not be challenged.

Law- Substitutions, is amended as follows:
-Before a throw-in, in your favor or any throw-in when both teams have players on line waiting to be substituted.
-At the beginning of any period of play..
-Before any goal kick.
-At any time the official stops the game for injury (Both teams).
-After a goal is scored.
-To replace a cautioned player at the coach’s option.
 
Law – 6v6 Game – Offside:
For a player to be offside, he/she shall be in an obvious offside position and an advantage results by being there when the ball is played to him/her. Specific circumstances shall dictate the Referee’s call. For example, a Referee might decline to consider a player offside if he/she is making a run that results in being in an offside position by 2 or 3 steps, and no resulting goal is scored . . . but in the same situation when a goal is scored as a consequence, the Referee should make the offside call. 
 
Law – 6v6 Game – Free kick:
The opposing team must be at least eight (8) yards from the ball until it is in play. 
 
Law – 6v6 Game – Goalkeeper kicks:
An indirect free kick will be awarded to the opposing team at the center sport on the halfway line if a goalkeeper punts or drop-kicks the ball in the air from his/her penalty area into the opponent’s penalty area. The ball will be considered in the penalty area if, on the fly, it lands anywhere within, or breaks the plane of the line enclosing the penalty area.
 
3. Match Length
U8-U10 will play 20 minute halves and 25 minutes halves for finals.
U11-U12 will play 25 minute halves and 30 minute halves for finals.
U13-U14 will play 30 minute halves and 35 minute halves for finals.
U15-U18 will play 35 minute halves and 40 minute halves for finals.
Pre-game warm-up will vary in time. All games must stay on time.
Half-time intervals will be five (5) minutes for all ages and may be less than five (5) minutes if games are behind schedule. Finals; if tied at the end of regulation time teams will go straight to penalty kicks see #5

4. Forfeiture
A team is allowed a ten (10) minute grace period from the scheduled kickoff time before a game is awarded to its opponents. A minimum of seven (7) players constitutes a team; only if less than seven (7) players are present is a delay in a kickoff to be allowed. Failure to complete a match, or a team leaving the field during play, will result in forfeiture. A forfeit will be scored as 4-0. For 8v8 format the minimum number of players is 6 and for 6v6 format the minimum number of players shall be 4.
 
5. Penalty Kicks
In the event that penalty kicks are necessary, each coach will designate five (5) players from among those on the field at the end of the game. The penalty kicks will be taken in alternating rounds through the first five (5) players on each team unless one team gains an insurmountable advantage. If the match is not decided at the end of the first five (5) rounds, each coach will designate a player who has not taken a penalty kick, and the alternating kicks will be continued, one round at a time, until one team has an advantage at the end of a round. No player will be permitted to kick twice before all other players on the field have kicked once. Players not on the field at the end of the second overtime do not participate in the penalty kick elimination.

6. Player/Coaches Ejection
Any player or coach ejected from a game will be ineligible to participate at a minimum in the team’s next game.  It is the team’s responsibility to abide by this ruling.  No substitution will be permitted for an ejected player.
 
7. Parent Ejection
Any parent ejected from a game will cause the coach to receive a caution. If a second parent is ejected, the coach will also be ejected and ineligible for the remainder of the tournament.

8. Weather
If for any reason, including bad weather, the tournament cannot be completed, a winner will be declared in each bracket based on the point system and tie-breaker criteria outlined earlier in this document.
If that is not possible, the tournament director will, at their sole discretion, declare a winner based on any method deemed suitable not to exclude coin-flip. The tournament director also holds the right to shorten games or cancel games due to weather. All tournament games must stay on time.   No refunds will be given if a portion of the tournament was able to be played. If in advance the tournament is to be cancelled KSA will refund appropriate fees accordingly after all tournaments expenses have been paid for. (All games will be played on turf fields.)

9. General
Questions concerning these rules should be directed to the Director of Soccer Operations, who shall reserve the right to render interpretation or implement modifications which they feel are in the best interests of the tournament. All decisions of the Director of Soccer Operations will be final.
